In relation to sexual orientation and gender identity, the report:
• underlines the importance of codifying new rights to respond to new threats relating to sexual orientation and gender identity;
• welcomes EU Member States’ efforts at the United Nations and other institutions to decriminalise homosexuality, and calls for continued action to decriminalise homosexuality;
• expresses grave concern over the Ugandan “Anti Homosexuality Bill 2009” still under consideration by the Parliament of Uganda;
• welcomes the Council of the European Union’s adoption of a toolkit to promote and protect the human rights of LGBT people and calls for its full use;
• condemns the increase of violence against LGBT people, and in particular transgender murders, whilst acknowledging positive developments such as the recent decriminalisation of homosexuality in India.
